How can you tell a timber stump has failed if it looks alright?
By probing it rather than looking at it. Timber stumps almost always rot at ground line, where moisture and oxygen meet, so the visible top and the buried bottom can both be sound while the middle has gone soft. A screwdriver or probe pushed into the timber at ground level tells you in seconds what a torch never will. The same applies to bearers where they sit on the stump and joist ends where they sit on the bearer — those bearing points are where the load is and where the moisture collects.
Why does subfloor drainage matter if I am replacing the stumps anyway?
Because the drainage is usually why the stumps failed. Timber under a house that stays damp will rot regardless of how new it is, and concrete stumps in constantly wet reactive clay sit in ground that moves more than it should.
